New Delhi, June 14, 2025: The National Investigation Agency (NIA) has filed a chargesheet against three individuals for their alleged involvement in a conspiracy orchestrated by the banned militant outfit ULFA (Independent) to carry out multiple IED blasts in Assam on Independence Day 2024.
The accused named in the chargesheet are:
Paresh Baruah, also known by several aliases including Paresh Asom, Kamruj Zaman Khan, Nur-uz-Zaman, Zaman Bhai, Pradip, and Paban Baruah, who is the Chairman and Self-Styled Commander-in-Chief of ULFA (I). Abhijit Gogoi, alias Abhijeet Gogoi, Aishang Asom, Aishang, Aishang Axom. Rumeel Asom, alias Dhanajoy Moran, Jahnu Boruah, Arnob Asom, and Huntu.
All three have been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), the Unlawful Activities (Prevention) Act, and the Explosives Substances Act. The charges are linked to the criminal conspiracy to execute blasts that were aimed at threatening India’s sovereignty and national security.
According to the NIA, the accused conspired to plant Improvised Explosive Devices (IEDs) at strategic locations across Assam to disrupt the 77th Independence Day celebrations. One such IED was planted at Dispur Last Gate in Guwahati, a politically significant area near government offices and the Assam Secretariat.
The investigation revealed that the objective of the conspiracy was to cause mass casualties, destroy public and private property, and instill fear among citizens. The planned attacks were designed to challenge India’s unity, integrity, and national security, and to project the militant outfit’s continued operational capability.
The chargesheet was filed in connection with NIA case RC-03/2024/NIA-GUW. The agency confirmed that the investigation is still ongoing, and further leads are being actively pursued.
ULFA (I), designated a terrorist organization under Indian law, has a long history of insurgent activities in Assam and the northeast region, and has been responsible for numerous attacks targeting security forces, infrastructure, and civilians.
The latest development is being seen as a significant step forward in cracking down on insurgent networks operating in India’s northeast.
