Tripura, 02 Jan 2026: In a major initiative to preserve and promote the rich royal heritage of Tripura, the Tripura Tribal Areas Autonomous District Council (TTAADC) has invited tenders from reputed filmmakers and production houses across India to produce high-quality documentary films on two of the state’s most iconic monarchs Maharaja Bir Bikram Kishore Manikya Bahadur and Maharaja Dhanya Manikya.
The tender notices were issued on December 31, 2025, by the Office of the Principal Officer, Information & Cultural Affairs (ICA), TTAADC, Khumulwng, calling for experienced agencies to undertake the prestigious projects aimed at documenting the lives, contributions, and enduring legacy of the two rulers.
Documenting the Architects of Tripura’s History
According to the tender documents, the selected agencies will be required to produce full-length short documentary films of professional standard, suitable for public screening, broadcasting, and archival preservation.
Maharaja Bir Bikram Kishore Manikya Bahadur, widely regarded as the architect of modern Tripura, will be the subject of one documentary. For this project, an Earnest Money Deposit (EMD) of ₹7,50,000 is mandatory. A separate documentary will focus on Maharaja Dhanya Manikya, highlighting his role, achievements, and historical significance. The EMD for this tender has been fixed at ₹6,66,000.
The ICA Department of TTAADC has assured that necessary historical materials, archival documents, photographs, references, and expert guidance will be provided to the selected bidders to ensure historical accuracy and authenticity .
Eligibility and Selection Process
Only registered filmmakers or production agencies with proven experience in documentary filmmaking are eligible to apply. A minimum of three years’ experience in similar work is mandatory. Applicants must submit their profile, past work samples, GST registration, PAN, and other statutory documents along with the bid.
The evaluation process will follow a 70:30 weightage system, with 70 percent allotted to the Technical Bid and 30 percent to the Financial Bid. The Technical Bid will assess the experience, profile, and quality of previous documentary works, submission of samples being compulsory. The Financial Bids will be opened only for those agencies that qualify in the technical evaluation stage.
Submission Timeline and Key Conditions
Sealed tenders must be submitted on or before January 7, 2026, by 3:00 PM. Bids can be submitted physically at the office of the CEO/PO, ICA, TTAADC, Khumulwng, or sent via password-protected email, as specified in the tender notice. The tenders will be opened after 3:00 PM on the same day or on the next working day, in the presence of bidders or their authorized representatives.
As per the terms and conditions, all intellectual property rights of the final documentary films will vest with the TTAADC. Any disputes arising out of the tender process will fall under the jurisdiction of the courts at Agartala.
