Patna, July 4, 2025: The Special Intensive Revision (S.I.R.) of electoral rolls is being implemented smoothly across Bihar, with Booth Level Officers (BLOs) completing the first round of door-to-door visits covering nearly 1.5 crore households.
According to the Election Commission of India (ECI), as of June 24, 2025, a total of 6.86 crore voters have received enumeration forms—87% of Bihar’s 7.89 crore registered voters. The BLOs will visit each household up to three times to ensure maximum coverage, accounting for houses found locked due to reasons like migration, travel, or voter deaths.
The ECI has made partially pre-filled forms available for download on the official voter portal and the ECI-NET mobile application. Voters also have the option to upload completed forms directly through the app.
Additionally, 1,54,977 Booth Level Agents (BLAs), nominated by various political parties, are actively assisting BLOs in the S.I.R. process. The party-wise deployment as of July 2 is as follows:
- BJP – 52,689
- RJD – 47,504
- JD(U) – 34,669
- INC – 16,500
- Rashtriya Lok Janshakti Party – 1,913
- CPI(ML) Liberation – 1,271
- LJP (Ram Vilas) – 1,153
- CPI(M) – 578
- Rashtriya Lok Samta Party – 270
- BSP – 74
- NPP – 3
- AAP – 1
Each BLA is permitted to submit a maximum of 50 verified forms per day.
So far, around 38 lakh signed and completed forms have been collected by BLOs. The ECI reaffirmed its commitment to “Priority Inclusion”, ensuring no eligible voter is left out of the electoral roll.
To be included in the draft electoral roll, scheduled for publication on August 1, 2025, voters must submit their signed enumeration forms by July 25, 2025. The verification of online submissions is also underway.
Once the draft roll is released, the ECI will begin the claims and objections process from August 2, 2025. The final electoral roll will be published on September 30, 2025. Voters will then have the right to appeal to the respective District Magistrate (DM) or the Chief Electoral Officer (CEO).
The ECI has issued a press note encouraging all eligible citizens to actively participate in the process to ensure accurate and inclusive voter records ahead of upcoming elections.
