AGARTALA, SEPTEMBER 8: The Tripura government on Tuesday rolled out a NextGen Human Resource Management System (HRMS), introducing digital platforms for leave applications, General Provident Fund (GPF), service records and pension processing for state government employees.
Finance, Planning and IT Minister Pranajit Singha Roy launched the system at a programme attended by Finance Secretary Dr Prashant Kumar Goyal, Principal Accountant General (Audit) Shailendra Vikram Singh, Accountant General (A&E) Ranendu Sarkar and senior officials of the Finance Department, Treasury Administration and National Informatics Centre (NIC).
The HRMS, developed by NIC, Tripura, is designed to replace several paper-based employee management processes with digital services. The government said the system would help make administrative procedures faster, more transparent and accountable.
Four modules have been introduced in the first phase — Leave, GPF, Digital Service Book and Online Pension.
The Leave Module will enable employees to submit applications online, while leave credits and deductions will be automated. Employees and authorised officials will also have access to updated leave balances and digital approval mechanisms.
The GPF module will provide employees with digital passbooks linked with the Accountant General’s office. The Digital Service Book will replace physical service books with a digitally secured repository supported by e-sign protocols.
The Online Pension Module will allow pension proposals to be submitted electronically to the Accountant General’s office, with the objective of reducing delays in processing and issuing Pension Payment Orders (PPOs).
Singha Roy said the HRMS had already been used for payroll preparation since March this year. The system has also been integrated with platforms including SPARROW, PAN, Ration Card, UIDAI, ABHA and CM-JAY to facilitate verification of employee information and help identify discrepancies and fraudulent entries.
The minister said the government had explored private agencies for developing the system but found the proposed costs high. The platform was subsequently developed through joint efforts by NIC scientists and officials and engineers of the Finance Department at minimal cost.
The HRMS rollout is part of the state government’s wider digital governance programme. Tripura has already implemented the e-Office system across its administrative structure, from the Cabinet to Gram Panchayat level, reducing reliance on physical files and enabling digital tracking of government records.
Two publications — the DDO Handbook for Pension Proposals and New Pension Rules — were also released during the launch programme.
