Agartala, 07 Dec 2025: Tripura on Saturday observed Civil Defence and Home Guards Day, honouring the contributions of volunteers who play a vital role in public safety, emergency response and disaster management. The state-level programme, organized by the Home Department and Tripura Police at Manoranjan Debbarma Smriti Police Parade Ground, was attended by Chief Minister Prof. (Dr.) Manik Saha as the chief guest.
In his address, the Chief Minister praised Civil Defence personnel, Home Guards and Aapda Mitras for their dedication, discipline and service-oriented mindset. He said their contributions have earned public trust, especially during crises, and recalled India’s long history of civil defence preparedness, which began during the Indo-Pak war of 1965. The Civil Defence Act was enacted in 2009, and Tripura officially operationalised its Civil Defence system by 2011. The state has since strengthened its institutional preparedness through district-level implementation and continuous training of volunteers.

The Chief Minister noted that Tripura currently has over 5,000 trained Civil Defence volunteers and Home Guards, and more than 3,000 additional volunteers will be trained under government initiatives. He emphasized that these trained responders have repeatedly proven their capability during natural disasters, rescuing lives and safeguarding property.
Tripura recently established a modern Disaster Management Centre in West Tripura District, enabling coordinated crisis response. Dr. Saha highlighted the need for expanding such facilities for faster and more efficient emergency management.
Earlier in the day’s programme, dignitaries visited an exhibition showcasing civil defence equipment and rescue demonstrations. Volunteers performed disaster response drills, and outstanding personnel from all eight districts were felicitated for exemplary service. Awards were also given to local clubs and organisations that have actively supported safety awareness campaigns.
Dr. Saha reiterated the government’s commitment to strengthening disaster preparedness and public safety. He urged citizens to cooperate with Home Guards, Civil Defence teams and Aapda Mitras to build a more resilient Tripura.
