19th April, 2025, New Delhi: The Hon’ble Chairman and Vice President of India, Shri Jagdeep Dhankhar, felicitated the Co-Founder of Totell, Dr. Mughavi A Tuccu from Satoi Village under Zunheboto District for completing the Rajya Sabha Internship Programme (RSIP-1) Batch 6 at a valedictory ceremony on April 17, 2025, at the Vice-President’s Enclave along his gracious wife Smt. Sudesh Dhankar, the Secretary General of the Rajya Sabha, Shri. P C Mody, the Secretary, Shri. Raji Punhani and Secretary Staff of the parliament.

It is an initiative designed by the Hon’ble Chairman and Vice President of India to give first-hand exposure to the functioning of India’s parliamentary democracy in terms of the legislative and executive processes behind policy-making; laws are shaped and passed in parliament. More than 10 Members of parliaments and union ministers, think tanks institutes and parliament secretariat officers took part in training intern. Dr Tuccu was assigned to the Department -Parliament Standing Committee on Personnel, Public Grievances, Law and Justice to observe the legislative process at close quarters, and his research papers were on the Issue of Delimitation- Constitutional Provisions, Need for Amendments, Current Challenges, Government Response, Future Road Map and Recommendations.
Dr Tuccu was the only representative from North East states out of 32 interns from various 11 states of India. Dr Tuccu expressed gratitude to the Hon’ble Vice President of India, Smt. S Phangnon Konyak, MP Rajya Shaba (Nagaland), family and Government of India for the opportunity.
During the validatory program, the Chairman of the Rajya Sabha talked about Judiciary Corruption. The Vice-President expressed concern over the lack of a First Information Report (FIR) and formal investigation into an alarming incident at a judge’s residence, questioning the delay and its implications for the rule of law.
Government and Judiciary Independence: The Vice-President emphasized that the legislature, judiciary, and executive must operate within their respective domains to maintain a wholesome relationship, warning that judicial incursion into executive governance challenges accountability and democratic balance.
