Guwahati, October 17, 2025: The Central Bureau of Investigation (CBI) has unearthed massive cash and assets from the possession of Maisnam Riten Kumar Singh, Executive Director and Regional Officer of the National Highways & Infrastructure Development Corporation Limited (NHIDCL), Regional Office, Guwahati. Singh was arrested by the CBI on October 14, 2025, while allegedly accepting a bribe of ₹10 lakh from a private individual.

According to the CBI, searches were conducted at Singh’s office and residential premises in Guwahati, as well as at locations linked to him in Ghaziabad and Imphal. During the raids, investigators recovered ₹2.62 crore in cash and a large number of documents indicating investments in movable and immovable assets both in his name and in the names of his family members.

The CBI listed the following recoveries during the searches:

The agency added that most of these properties were purchased in the names of the accused public servant and his family members and appear to be undervalued, which is currently under verification.

Bribery Case Background
The case was registered by the CBI based on source information against the accused officer and two representatives of a private company. A trap was laid on October 14, 2025, during which the CBI team allegedly caught Maisnam Riten Kumar Singh red-handed while accepting a ₹10 lakh bribe from a private individual.
The bribe was reportedly paid to obtain a favourable extension of time (EOT) and a completion certificate for a project being executed by the private company. The contract in question pertains to the four-laning of National Highway-37 between Demow and Moran Bypass, along with other highway contracts in the state of Assam.
Further Action
Following the arrests, both the accused persons were produced before the Court of the Special Judge, CBI, Assam, Guwahati, and were remanded to three days of police custody.
The CBI stated that the investigation is ongoing to trace the full extent of assets accumulated by the accused and to identify possible benami properties and funding sources related to the disproportionate assets.
