Agartala, November 1, 2025: In recognition of her exemplary investigation, prompt action, and dedication to securing justice for a victim, Woman Inspector (UB) Swapna Bhowmik of Belonia Women Police Station has been honoured with the Kendriya Grihamantri Dakshata Padak for the year 2025 in the field of investigation.
Inspector Bhowmik successfully investigated Belonia Women PS Case No. 2024WMN029, registered under various sections of the Bharatiya Nyaya Sanhita (BNS) and the Protection of Children from Sexual Offences (POCSO) Act. Her meticulous investigation led to a conviction within 257 days of registration — a remarkable feat in ensuring timely justice.
The case began with the missing report of a minor girl on September 14, 2024. Acting swiftly, Inspector Bhowmik traced and rescued the victim the same night, ensured her statement was recorded judicially, and promptly initiated legal proceedings. The accused was arrested based on strong evidence, and the charge sheet was filed within 47 days. The case was tried in a Fast Track Court.
Upon completion of the trial, the court convicted the accused, awarding:
20 years of rigorous imprisonment and a ₹10,000 fine under Section 6 of the POCSO Act. 2 years RI and ₹2,000 fine under Section 137(2) of BNS.
The victim has been granted ₹2,00,000 under the Victim Compensation Scheme.
The case was among the first to be registered and tried under India’s New Criminal Laws the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) aimed at ensuring prompt and effective justice delivery.
