Agartala, September 23:<\/strong> Pension payments to employees of the Tripura Tribal Areas Autonomous District Council (TTAADC) recruited with the state Finance Department’s concurrence are being made as per rules, but the council itself will have to address pension claims arising from appointments made without such approval, the Tripura government said on Wednesday.<\/p>\n\n\n\n Finance Minister Pranajit Singha Roy said the state government did not have records of employees whose appointments were made without the Finance Department’s concurrence.<\/p>\n\n\n\n \u201cIf some recruitments were conducted without the approval of the state Finance Department and we do not have records of those employees, I feel the TTAADC is the better authority to speak on this,\u201d he said.<\/p>\n\n\n\n The minister was speaking in connection with a recent Tripura High Court order on pension-related grievances of TTAADC employees. The court has restrained senior officials of the autonomous council from drawing their salaries until the grievances of the petitioners are fully addressed.<\/p>\n\n\n\n Singha Roy said the state government had discussed the matter with the authorities concerned following the court’s direction.<\/p>\n\n\n\n Finance Secretary P K Goyal said the council’s autonomous status meant that it was responsible for managing its finances and meeting its expenditure from its own resources.<\/p>\n\n\n\n The TTAADC prepares its own budget and receives a share of taxes from the state government as well as local body grants, Goyal said.<\/p>\n\n\n\n \u201cWe transfer the share of taxes. It is the responsibility of the TTAADC to manage its resources,\u201d he said.<\/p>\n\n\n\n Goyal said the state government did not have complete information on why the council had been unable to meet its pension obligations.<\/p>\n\n\n\n \u201cSince the High Court has directed that the state government should look into it, we shall definitely look into it. But it has to be noted here that paying pension to employees of TTAADC is its liability, not the liability of the state government,\u201d he said.<\/p>\n\n\n\n Singha Roy also spoke about the impact of the Centre’s decision to discontinue the revenue gap grant following the recommendations of the 16th Finance Commission.<\/p>\n\n\n\n Tripura had been receiving around Rs 4,000 crore annually under the grant, he said, acknowledging that its discontinuation had implications for the state’s finances.<\/p>\n\n\n\n \u201cThis has its own implications on the finances, but we have to look at the recommendations that have been made to mitigate that,\u201d the minister said.<\/p>\n\n\n\n He said the Finance Commission had stressed the need for states to enhance their own revenue-generation capacity. Tripura was working on several measures to increase its income, he said, while maintaining that the government had no plans to impose new taxes.<\/p>\n\n\n\n \u201cWe are trying on multiple fronts to generate our own income, but not by penalising citizens. We have not proposed any new taxes,\u201d Singha Roy said.<\/p>\n\n\n\n The minister said the state government had taken up the issue with the Union Finance Minister, while Chief Minister Dr Manik Saha had also discussed it with the Prime Minister.<\/p>\n\n\n\n Singha Roy further said Tripura had received Rs 3,450 crore under the \u201cPride of Hill\u201d scheme. The funds could be utilised for ongoing schemes, loan repayment and other purposes permitted under the scheme guidelines.<\/p>\n\n\n\n \u201cAbout Rs 1,000 crore will be adjusted in the gap funds and under other heads we can utilise the funds as per the guidelines,\u201d he said.<\/p>\n\n\n\n Asked if the state’s financial pressures amounted to a crisis, Singha Roy said the government did not view the situation in those terms.
