{"id":26361,"date":"2026-09-17T14:08:31","date_gmt":"2026-09-17T14:08:31","guid":{"rendered":"https:\/\/aguli.in\/?p=26361"},"modified":"2026-09-18T04:13:07","modified_gmt":"2026-09-18T04:13:07","slug":"rights-panel-calls-for-notices-before-smart-city-works","status":"publish","type":"post","link":"https:\/\/aguli.in\/index.php\/2026\/09\/17\/rights-panel-calls-for-notices-before-smart-city-works\/","title":{"rendered":"Rights panel calls for notices before Smart City works"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Agartala, September 17:<\/strong> Public agencies undertaking infrastructure projects in Tripura should ensure that businesses and other lawful establishments receive adequate information and an opportunity to raise concerns when their activities or properties may be affected, the Tripura Human Rights Commission has recommended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission\u2019s observations formed part of an order issued on September 9 in connection with a complaint lodged by Joyesh Bhowmik, proprietor of Supreme Media. The complaint concerned alleged damage and removal of advertising hoardings during drainage-related work carried out by Agartala Smart City Ltd (ASCL).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission, headed by Justice Arindam Lodh, said the evidence before it did not establish a human rights violation for which compensation could be awarded. However, it noted that the proceedings brought out deficiencies relating to communication, documentation and consultation during the implementation of the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among its recommendations, the Commission asked ASCL, Agartala Municipal Corporation (AMC) and their executing agencies to provide written notices in advance whenever proposed works are likely to affect commercial establishments, hoardings, kiosks or other lawful structures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The notices, it said, should clearly state what work is being undertaken, how long it is expected to continue and what steps affected persons may need to take. Oral messages and telephone communication, the Commission said, should generally not be relied upon as the sole form of notice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also recommended maintaining proper records of all interactions with affected stakeholders. These records should include notices and acknowledgements, details of consultations and photographic evidence of structures before and after removal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission stressed that infrastructure work should be planned and executed in a manner that limits disruption to lawful commercial activity and protects livelihoods wherever practicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For those affected by Smart City projects, it recommended a dedicated grievance redressal arrangement to handle complaints relating to blocked access, property damage, utility relocation and losses allegedly suffered by businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order also called for engineers, contractors and field supervisors involved in project execution to be sensitised to the need to respect the dignity and livelihoods of affected citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission advised ASCL, AMC and other agencies involved in utility-related works to improve coordination and ensure that stakeholders receive consistent and understandable information about project activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It further recommended preserving relevant electronic material, including call records, photographs and videos, when such evidence may be required in disputes arising from infrastructure projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recommendations seek to strengthen procedural safeguards and accountability while enabling public infrastructure work to proceed with greater transparency and communication with affected stakeholders.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Agartala, September 17: Public agencies undertaking infrastructure projects in Tripura should ensure that businesses and other lawful establishments receive adequate information and an opportunity to raise concerns when their activities or properties may be affected, the Tripura Human Rights Commission has recommended.
