Tripura, 06 Feb 2026: <\/strong>Tipra Motha founder and royal scion Pradyot Kishore Manikya Debbarma on Friday announced that his party would move the court against the government notification related to the Bishramganj Nagar Panchayat, alleging that nearly 30 per cent of TTAADC land has been illegally encroached upon.<\/p>\n\n\n\n

Pradyot Manikya, accompanied by TTAADC Chief Executive Member Purna Chandra Jamatia and other leaders, visited the Bishramganj area, which falls under the Tripura Tribal Areas Autonomous District Council (TTAADC), to assess the situation on the ground.<\/p>\n\n\n\n

Addressing the media, Pradyot Manikya said the notification declaring certain ADC areas under a Nagar Panchayat is illegal and unconstitutional, and violates the provisions of the Sixth Schedule of the Constitution.<\/p>\n\n\n\n

\u201cWe will challenge this notification in court. You cannot create or extend a Nagar Panchayat inside an ADC area on the basis of elections. Conducting municipal elections in ADC areas does not change the constitutional status of that land,\u201d he said.<\/p>\n<\/blockquote>\n\n\n\n

He rejected the government\u2019s justification that municipal elections held in 2024 validate the inclusion of ADC land under the Nagar Panchayat. Drawing a comparison, he argued that the presence of voters from tribal areas elsewhere does not automatically convert those areas into ADC regions.<\/p>\n\n\n\n

Pradyot Manikya stated that Tipra Motha possesses clear documentary evidence and official maps, including the 1994 One-Man Commission report, which demarcate ADC boundaries. He alleged that the authorities lack any concrete maps and are relying only on mouja records and election data to justify their claims.<\/p>\n\n\n\n

Calling the move a direct encroachment on ADC land, he asserted that Tipra Motha would oppose it on the ground, with the public, and through legal channels.<\/p>\n\n\n\n

\u201cThis is not about elections or political parties\u2014be it Tipra Motha, BJP, CPM or Congress. You cannot illegally take someone\u2019s land. I am not against Nagar Panchayats. They should function properly within their legitimate boundaries, but there must be no encroachment into ADC areas, just as ADC should not encroach into general areas,\u201d he said.<\/p>\n<\/blockquote>\n\n\n\n

Pradyot Manikya emphasized that the issue transcends politics and concerns the survival and constitutional rights of indigenous communities. He recalled the historic struggle led by leaders like Shyama Charan Tripura, Nagendra Jamatia, Drau Kumar Reang and B.K. Rangkhawl to establish the ADC.<\/p>\n\n\n\n

\u201cIf we keep shrinking the ADC today, we will be doing grave injustice to the next generation,\u201d he warned.<\/p>\n<\/blockquote>\n\n\n\n

He concluded by stating that affected parties will approach the court, with Tipra Motha extending full support, and reiterated that neither the ADC nor Nagar Panchayat has any legal right to occupy each other\u2019s land unlawfully.<\/p>\n\n\n\n
