{"id":13520,"date":"2025-09-01T17:32:51","date_gmt":"2025-09-01T17:32:51","guid":{"rendered":"https:\/\/aguli.in\/?p=13520"},"modified":"2025-09-01T17:32:53","modified_gmt":"2025-09-01T17:32:53","slug":"three-tier-panchayati-raj-system-is-the-backbone-of-development-cm-dr-manik-saha","status":"publish","type":"post","link":"https:\/\/aguli.in\/index.php\/2025\/09\/01\/three-tier-panchayati-raj-system-is-the-backbone-of-development-cm-dr-manik-saha\/","title":{"rendered":"Three-Tier Panchayati Raj System is the Backbone of Development: CM Dr. Manik Saha"},"content":{"rendered":"\n<p><strong>Agartala, Sept 1:<\/strong> Chief Minister Prof. (Dr.) Manik Saha on Monday inaugurated a two-day capacity-building programme on <strong><a href=\"https:\/\/x.com\/DrManikSaha2\/status\/1962442957392642149\" data-type=\"link\" data-id=\"https:\/\/x.com\/DrManikSaha2\/status\/1962442957392642149\">Panchayati Raj <\/a><\/strong>at the State Panchayat Resource Centre in Arundhutinagar, jointly organized by the Department of Rural Development (Panchayats) and Bharat Initiative Foundation.<\/p>\n\n\n\n<p>Addressing the gathering, the Chief Minister said the three-tier Panchayati Raj system is the backbone of development in both the state and the country. \u201cNearly 60 to 70 percent of India lives in villages, and one-third of Tripura is rural. Without strengthening villages, overall development is impossible. Transparency is the key to living with dignity,\u201d he said, adding that Panchayati Raj, recognized by the Indian Constitution, is a vital pillar of democracy.<\/p>\n\n\n\n<p>He recalled that India\u2019s development planning after Independence was largely urban-centric. \u201cIt was Prime Minister Narendra Modi in 2014 who shifted focus to socio-economic growth of rural areas, and Tripura too has emphasized strengthening the three-tier system since 2018,\u201d he noted.<\/p>\n\n\n\n<p><strong>Highlighting Tripura\u2019s achievements, the Chief Minister said:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tripura became the first state in India to implement an e-office system up to the three-tier Panchayat level.<\/li>\n\n\n\n<li>The state has bagged seven national awards in recent years for transparency and Panchayat-level developmental work.<\/li>\n\n\n\n<li>Competing with 2.5 lakh Panchayats across India, one Panchayat from Tripura secured the first position nationally.<\/li>\n\n\n\n<li>Tripura\u2019s ranking in the Panchayat Devolution Index has improved from 13th in 2015 to 7th position today.<\/li>\n\n\n\n<li>On the Panchayat Advancement Index, 42 Panchayats of Tripura have secured \u2018Grade A\u2019 status.<\/li>\n\n\n\n<li>The state now ranks second in per capita income and Gross State Domestic Product (GSDP) growth in the Northeast, next only to Assam.<\/li>\n<\/ul>\n\n\n\n<p>The Chief Minister further mentioned that over 1.08 lakh women in Tripura have become \u2018Lakhpati Didis\u2019 in the last few years due to self-reliance initiatives under Prime Minister Modi\u2019s vision. He also highlighted the state\u2019s progress under the Digital India programme, attributing success to transparent governance. \u201cWe must not be complacent but keep the momentum to take Tripura to the top,\u201d he asserted.<\/p>\n\n\n\n<p>The inaugural session was also addressed by Bharat Initiative Foundation Director N.K. Gilani.
